Public smokers risk 6-month jail term in Lagos!!

The Lagos State House of Assembly, yesterday, passed a bill, aimed at banning smoking in public places in the state.
This came after several months of deliberation and public engagement, mainly to sensitise and gather residents opinions on the bill.
The 16-section bill, said that posting of signs which states no smoking, with a picture depicting a burning cigarette enclosed in a circle with a bar across, should be displayed in all no smoking areas.
The assembly noted that the picture depicting ban of smoking in a particular public place would be prominently posted and properly maintained by the owner, occupier or person in charge of the no smoking areas.
The bill, which, yesterday, scaled through the third reading, prohibited anybody smoking in all public places including libraries, museum, public toilets, schools, hospital, day care centres, public transportation and restaurants, among others.
The assembly proceeding which was presided over by the Speaker, Mr. Adeyemi Ikuforiji, said smoking in public places would attract penalties ranging from three month imprisonment to six month jail term.
It said the bill has been sent to Governor Babatunde Fashola for an assent, even though the development had attracted public outrage, citing infraction on fundamental human rights.
Section 4 of the bill said it shall be the duty of those who own or occupy public places to ensure that approved no smoking signs are displayed conspicuously at each entrance and in prominent locations throughout the premises.
The bill on no smoking in public places, also stated the penalties for smoking in a no smoking area will be N10,000 fine or imprisonment for a term not less than one month and not exceeding three months or both.
While any person who repeatedly violates the provisions shall on conviction be liable to a fine of N50, 000 or six month imprisonment or both.
The law also states the penalty for non compliance by owner/occupier of a no smoking area the offenders shall attract N100, 000 or 6 month imprisonment, or other non custodial punishment that the judge may deem fit.
It shall be an offence to obstruct a duly authorised officer from carrying out his duties under the provision of this law.
The law states that any person who smokes in the presence of a child commits an offence and shall be liable on conviction to a fine of N15,000 or imprisonment for a month or both.

Jonathan Sneaks Budget? N30millions for Phantom Aircraft, Boats in Foreign Embassies

Jonathan Sneaks Budget? N30millions for Phantom Aircraft, Boats in Foreign Embassies
The 2014 budget presented to the National Assembly by President Goodluck Jonathan last week contains fraudulent request for funds.
In what clearly appears a ploy by officials to brazenly steal public funds, the Federal Government is asking the National Assembly to approve about N30million which it purportedly plans to spend on fueling aircraft and boats owned by Nigerian embassies abroad.
The fraudulent request is coming when government officials know that none of Nigeria’s foreign mission owns a plane or boat.
Details of the 2014 Federal Budget presented last week by the Minister of Finance, Ngozi Okonjo-Iweala, to the National Assembly on behalf of President Goodluck Jonathan, revealed that the foreign affairs ministry is asking for about N30million to cater for these phantom expenditures.
Officials claim Nigeria’s foreign missions in Cote d’Ivoire, Ghana, Ethiopia, Algeria, and Mali would need an average of N1.785million each to fuel aircraft, and another N2.381million each to fuel boats during the year.
Similar provisions, concealed under the general fuel and lubricants subheads, were made for the embassies in Turkey, Lebanon, and United Arab Emirate, UAE.
The budget for the mission in Mali also has ludicrous demands for aircraft maintenance cost (N638,365); boat maintenance cost (N635,435), and railway equipment maintenance cost (N999,8240).
When released, these funds will simply go into the pockets of corrupt officials since the embassy does not own aircraft or boat and has no railway line to maintain.
The spokesperson of the Ministry of Foreign Affairs, Ogbole Odeh, said in a telephone interview in Abuja on Tuesday that the provision for aircraft fuel cost in the budget for the foreign missions was strange, as the federal government does not maintain aircraft in any of its embassies abroad.
“Aircraft fuelling cost? This sounds strange to me. I have never heard of such,” Mr. Odeh said, in response to an enquiry. “What is normal is motor vehicle or generator fuelling costs. To the best of my knowledge, none of the Nigerian Missions abroad maintains an aircraft. Or what purpose is the railway equipment maintenance supposed to serve? I don’t know. It sounds ridiculous.”
This is not the first time when fraudulent fund requests smuggled into budgets by corrupt officials have been uncovered.

Water Crisis Strikes Abeokuta, Residents Forced to Drink from a Broken Pipe Inside a Drainage Channel
The residents of Panseke, in the capital city of Ogun State, Abeokuta, are forced to take water for their domestic use from a broken pipe in a drainage channel.
The residents also complained to Saharareporters on the lack of potable water in the vicinity, stating that majority of them source of water from traditional wells, which have dried up since last year.
However, they said respite came their way recently from a broken pipe leaking in the gutter which appears cleaner and manageable.
Some students of the Moshood Abiola Polytechnic (MAPOLY), who reside in Oluwo area of the community, disclosed that they are also faced with water crisis and only manage what they scoop from their wells, which are now drying up due to the dry season.

GRAPHIC PHOTO: Gay Man Burned Alive In Uganda Days After Anti-gay Bill Was Passed Into Law!

Uganda recently signed a bill that further bans homosexuality. According to CNN, a man was burned to death for being gay shortly after.
The bill's original 2009 version, named "Kill The Gays," went as far as calling for the death penalty for certain homosexual acts; that provision was shelved following international furore.
Under its latest iteration, anyone who conducts marriage ceremonies for same-sex couples faces seven years behind bars. Failure to report homosexual activity to police is also criminalized. Doctors who treat gays, landlords who rent them property and those suspected of being gay are subject to five-year prison terms under the bill.
Anyone who offers support to homosexuals will also be committing a criminal offence, which can reportedly extend to counselling.
Though homosexuality has already been illegal in the South-east African nation, some argued this bill needed to be passed to safeguard against Western values.

Christmas Tragedy Occurs In Lagos And Cross River States

It was a bloody Christmas celebration in Lagos and Cross River states as no fewer than nine persons were killed in auto accidents on Tuesday night and on Wednesday morning.

Five people comprising a baby, her mother, two brothers and a driver died on Wednesday in the Lagos State accident, while four youths died in the Cross River accident.
In Lagos, our correspondent learnt that apart from the five people that perished on Christmas day, another lady suffered a fracture after a container which was on an articulated truck fell on a commercial bus on Alaba Suru Road in the Ajeromi-Ifelodun area of Lagos.
Eyewitnesses said the baby, her mother, the two brothers and the bus driver, who were victims of the accident, were returning from the Lagos Island.
It was said the two brothers went to purchase bangers for the New Year celebration
The crash was said to have been caused by a mentally unstable woman, who laid in the middle of the road, thereby creating confusion for the truck driver who was on top speed.
Eyewitnesses told PUNCH Metro that the yellow LT bus, with number plate, MUS-975-XC, had also stopped by the side of the road to drop off a passenger, which precipitated the accident.
A resident, Mohammed Wasiu, said, “The incident happened around 8.30am. I saw the mad woman walking around this morning. She just decided to sleep on the road at that time.
“The LT bus was going towards Mile 2. There were about eight people in the bus. The driver decided to stop because someone wanted to get down from the bus.
“As this was going on, the truck was coming on full speed. There were two trucks; one was already ahead, so the second truck driver wanted to catch up.
“When he got to that point and saw the mad woman on the road, he wanted to avoid crushing her. As he maneuvered the truck, its side hit the bus, and the container fell on the bus.”
Wasiu said residents immediately rushed to the scene and began to cut the vehicle with saws in order to save the occupants who were in pain.
Another eyewitness, who did not identify himself, said, “The two brothers who were at the back of the bus were trapped. They had packs of bangers that they just bought. The woman, who wore a shawl, and was carrying a baby, could not also escape. They all died, including the driver.
“It was only a lady that was at the entrance to the door that escaped with a fracture.”
After the accident, angry residents were said to have seized the mentally unstable lady and beaten her up. Some of the residents said it was the second time she would trigger such accident. She was, however, rescued by policemen.
At the rescue operation scene were officials of the National Emergency Management Agency, Federal Road Safety Corps, Lagos State Traffic Management Agency, policemen, and the Lagos State Emergency Medical Services.
The NEMA spokesperson, South-West Zone, Ibrahim Farinloye said, “The incident happened at 8.30am, but we were not alerted till around 11.46am. NEMA was able to mobilise other rescue officials to the scene. At the end of the rescue operation, a woman and her baby with two men died, while a lady was rescued alive. She however had a fractured leg. The corpses have been taken to a mortuary in Oshodi.”
The police Public Relations Officer, Lagos State, Ngozi Braide, said she would call back to give details on the accident.
In Cross River, four youths were on Tuesday killed, while several others were injured after a Mercedes Benz 911 truck rammed into them by the road side at the Akamkpa area of the Calabar-Ikom highway.
The incident, which occurred around the state’s college of education in Awi, Akamkpa Local Government Area, left the community in mourning.
PUNCH Metro gathered on Wednesday that the truck with number plate, Lagos FKJ 505 XC, was immediately burnt by angry mob, while the driver, Chidi Duruba, and the truck conductor, Edwin Oragunye, were thoroughly beaten up.
Two of the injured persons are Blessing Etim and Okechukwu Mbaka. The whereabouts of the six other injured persons could not be immediately ascertained.
An eyewitness, Ekam Emmanuel, said, “About 6am on Tuesday, some youths from Mbarakom community decided to go for a road walk along the Calabar-Ikom highway.
“A Mercedes Benz 911 truck with the number plate, FKJ 505 XC rammed into them from behind and the incident claimed four lives on the spot while several others were injured.
“This incident happened at 6am when I came to clean my shop. I met the youths jogging on the highway but suddenly a truck coming from Calabar on high speed climbed on the four that died on the spot.
“As a result of the tragedy, the Mbarakom youths got angry, the truck driver and his conducter were almost killed when they stopped to see what had happened. They were seriously beaten up, while the truck was set ablaze.”

Emmanuel said another truck, marked Cross River, KAM 45 XA, was also forcefully stopped by the angry mob and set ablaze. He added that the driver escaped being lynched.
She said the anger continued as the youths further burnt another oncoming Audi 80 commercial car, adding that the intervention of the combined team of military and police patrol teams brought the situation under control.
A police officer in the Akamkpa division, Eric Bassey, who is of the traffic department, confirmed the report. He said, “The DPO got an early morning distress call that there was a riot going on in Awi. He immediately gave us orders and on getting to the scene we discovered that three vehicles were burnt and some casualties were there.
“The casualties included some dead bodies, while several others, who sustained injuries, were taken to the hospital for medical attention.
“We were informed that the driver and the conductor of the truck that caused the accident were being held hostage at Mbarakom. We acted swiftly, but discovered that they had been beaten up badly. We rescued them and took them to the General Hospital at Akamkpa where they are still receiving treatment.”
He said peace had been restored in the troubled community.
When contacted, the state Police Public Relations Officer, Mr. Hogan Bassey, confirmed the incident, adding that the police had been able to bring the situation under control.

Jonathan's CHRISTMAS MESSAGE To Nigerians

photo - Jonathan's CHRISTMAS MESSAGE To Nigerians
On Tuesday, Nigerian President Goodluck Jonathan congratulated Nigerians, especially Christians, who celebrate Christmas.
Acting on President's behalf, Special Adviser on Media and Publicity, Dr. Reuben Abati said the President joined Christians and all other Nigerians in giving thanks to God whose grace and benevolence has helped the nation to overcome the many challenges it has faced since last year.
The annual commemoration of Jesus Christ's birth is the most auspicious time for Nigerians, as Jonathan said. Every individual, and the whole nation rededicate their lives to the virtues and ideals which the Messiah preached and exemplified during his earthly ministry.
"Let us all therefore resolve this Christmas to make the ideals of peace, harmony, tolerance, love and goodwill to all even more manifest in our interactions with others.
"It remains my sincere belief that no height of human accomplishment is beyond us as a nation, if we can overcome our differences, such as they are, and forge a binding national consensus to put the progress and well-being of the country above all other considerations," the statement by the President said.
He promised to do everything within his powers to ensure that participants at the planned national conference make significant contributions towards national peace, unity and progress.
The President expressed belief that the conference would contribute to the resolution of contentious issues currently hindering the nation's progress.

PHCN: FG Spends N360bn on 51,247 Workers' Benefits

FG Spends N360bn on 51,247 Workers' Benefits
The Federal Government said on December 24, 2013, Tuesday, it had spent more than N360 billion on the payment of severance benefits to workers of the defunct Power Holding Company of Nigeria (PHCN).
Mr. Benjamin Dikki, the Director-General, Bureau of Public Enterprise (BPE), confirmed it in an interview to newsmen in Abuja.
He stated that the payment was in accordance with the agreement to settle the severance benefits to the affected workers.
According to Mr. Dikki, at the beginning of the privatization process, the budgeted cost for the settlement of labour liabilities in the sector was put at N401 billion.
“The BPE contributed N315.6 billion from the sale of PHCN asset, while the Federal Government provides N45 billion to bring the amount so far remitted to more than N360 billion.
“It would be recalled that the federal government had demonstrated great commitment in resolving labour issues in the power sector reform and privatization.
“From the beginning, it had committed the entire proceeds realised from the sales of the power assets to the payment of the worker’s terminal benefits.
“The N360 billion so far spent was forwarded to the office of the Accountant-General of the Federation to settle 51,247 PHCN Staff, both active and retired,” he said.
The DG of BPE further noted that of the 51,247 workers – 47,913 were active staff, and 3,334 were retired staff of the company.
Mr. Dikki added that 2,158 staff, comprising casual workers and those not properly documented, were yet to be settled.

"Why I converted to Islam' - former actress Vivian Metchie opens up

Recently divorced Nollywood actress Vivian Metchie says she recently adopted the Islamic faith because she found the Christian faith too confusing. Speaking with Yes! magazine on her conversion, Ms Metchie said it was a personal decision she had to take...
"Yeah it is personal. I understand the Koran more than the bible. All of a sudden, the Christian confusion was driving me nuts. My dad was catholic, my mum was Deeper Life, I married someone in the Redeemed Church and then all of a sudden, the few religions had something bad to say about each other. I just couldn't take it anymore. A friend of mine who is close to me said that once you are grounded on the word, it wont be confusing. Unfortunately, maybe I wasn't grounded in the word, but I still could see what I see. But in my quest and study and research, I don't know: I was probably looking for peace. Yeah! That was what I was looking for and I found it in the Koran".
The mother of 4 who has adopted Fareedah as her muslim name says her decision was well received and respected by her dad who has since stopped calling her by her native name and now calls her Fareedah.
